Considering that Art - Rau effects are only available after reaching 2nd Job and unlocking Permeate, the additional effect isn't applicable to the pre-enhanced version of this skill.
The skill deals an initial hit as it pierces through all enemies ahead that inflicts hitstun, but deals no damage. Enemies hit by this attack will cause the actual damaging thorns to appear a little bit after the skill reaches its max range.
The thorns are not only capable of dealing splash damage to all other enemies near a target hit by the initial attack, but multiple enemies hit by said attack will also directly increase the damage of each individual thorn based on your Rau stage, making the skill very potent against groups of enemies.
