I do not see more than one set of two numbers popping up from it (crit and non-crit). Testing from PsychoK (a very reputable source) and JP players indicate that it does deal a maximum of 30 hits instead of 15. Combined with the video, its clear that its doing way more damage than just 9k% if it matches up to Carpet Bombing that is doing at least 20k%.
