There is no cooldown to reapply the Target LockedTarget Locked debuff. The debuff can be reapplied by leaving and re-entering the range of enemies.
- Actions that force the character's internal state to update/reset, e.g. swapping titles, changing equipment, unlocking new force skills, setting/removing new force skills, changing the guild skill page, etc. will reset the Target LockedTarget Locked range check condition and apply the debuff again.
